Built in 1836 using rammed earth, this colonial-era building once housed the City Council and municipal jail and still features original prison cell bars. It underwent renovations in the late 19th century, during which neoclassical elements were introduced. In 1950, it was restored to its original neocolonial style. The symmetrical arrangement of its windows, whose frames are painted in shades of green, contrasts with its white façade.
